Elimination of Student Loan Forgiveness Program Among Factors Driving Need for Private Support

Bowie State University — the first HBCU in Maryland — has achieved its $50 million fundraising goal for “BSU Bold: The Campaign for Excellence” two and half years ahead of its planned 2025 close. The largest campaign in the university’s history succeeded by strengthening its professional fundraising team and forging new ties with alumni, friends, corporations and foundations.
Gifts from the campaign have supported various initiatives, including the endowment, which has grown more than 500%, from $7 million to $40 million. This remarkable increase delivers substantial benefits, including expanded private scholarship funding for students.
“We have not wasted a moment asking our philanthropic partners to invest in the success of our students through this campaign,” said Dr. Aminta Breaux, president of Bowie State University. “We are appreciative of all the individuals and organizations who have invested in our historic institution. Now we’re able to provide more of our students with scholarships. While we have met our initial campaign goal of $50 million — we are challenged and inspired to continue our fundraising and expand the campaign, inviting others to join as we raise an unprecedented level of support for our students. We must continue and work to help make college more affordable and reduce student loan debt.”
Bowie State University, one of 12 institutions and three regional centers in the University System of Maryland (USM), is among only two in the system reporting enrollment growth between 2017 and 2022. It attracts high-caliber students pursuing undergraduate and graduate degrees in nursing, teacher education, computer science/cybersecurity and other in-demand fields.
“The university is attracting students from all backgrounds and is growing rapidly due to new degree and certificate programs, our facilities and a faculty and administration committed to providing students with a high-quality higher education experience,” said Dr. Breaux. “Our first-time applications and freshman enrollment are up, and we have more students requesting on-campus housing.”
The Public Phase of BSU’s Campaign for Excellence launched in December 2021, amid the COVID-19 pandemic, requiring the university to fine-tune its fundraising processes and structure. A unit for managing privately funded scholarships was created in the Office of Financial Aid, alongside new stewardship and alumni engagement units within the Division of Institutional Advancement. The university leveraged technology and industry-best practices to connect with supporters.
“Given the urgency of the moment, the Campaign for Excellence will not only continue, but we are accelerating into an expanded goal, a larger scope, and frankly, higher expectations commensurate with Bowie State’s increased prominence and visibility,” said Brent Swinton, vice president for Institutional Advancement. “Besides scholarships and academic programs, the expanded campaign will also highlight BSU’s athletic programs — which do not receive any state funding, fine arts, nursing and the university’s entrepreneurship education ecosystem.”
Efforts are underway regionally to deepen philanthropic support among local communities, leveraging Bowie State’s unique position near Washington, D.C. and Baltimore, two major markets where corporations and agencies value partnerships with the university.
“We’re fortunate that our unique local footprint includes Washington, D.C. and Baltimore, two major markets where corporations and agencies see the value in partnering with BSU,” said Swinton. “As we move forward with an extended campaign, we’ll work closely with our friends and affiliated organizations to generate more awareness of the world-class educational opportunities offered at Bowie State.”
Major contributors to date include Adobe, Baltimore Gas and Electric, the Blackstone Charitable Foundation, the Kevin Durant Charity Foundation, the Maguire Foundation, philanthropist MacKenzie Scott, the Strada Education Foundation, and Truist Bank, among others.

Gwendolyn Mae Barnett A Dedicated Educator Leader and BSU Advocate
Gwendolyn "Gwen" Mae Barnett has stayed connected to the Bowie State University community as an active member of the Bowie Statue University National Alumni Association and a steadfast donor at the 1865 Society level. She is a founding donor of the Class of 1976-77 Endowed Fund, and her desire to honor her late husband’s memory while bolstering the university’s endowment inspired the creation of the Barnett Family Endowed Fund. Barnett’s lifelong commitment shines through her membership in the Nelson Wells Legacy Society, which honors supporters who include Bowie State University in their estate plans.
“It is important to support our students, who often struggle financially,” said Barnett. “Assisting those in their junior and senior years will help BSU’s graduation rate.”
Barnett enrolled as a freshman at Bowie State College in 1973 and earned a Bachelor of Science in Elementary Education with academic honors in 1977. As a student, she helped open the Thurgood Marshall Library by relocating textbooks, setting up equipment, and organizing other resources for the then-new facility. She also served on the 1977 Senior Class Executive Board.
After graduating, Barnett returned to Maryland’s Eastern Shore to teach in the Wicomico County School system. In1980, she returned to the D.C. area as a federal IT specialist. During her government career, she rose to roles of increasing responsibility, including team leader, front line manager, and branch chief, becoming one of the first African American senior managers at the Internal Revenue Service.
Honoring Dr. Anne L. Gaskins-Nedd and Her Lasting Impact on Bowie State University
Dr. Anne L. Gaskins-Nedd made a profound mark on Bowie State University, with her legacy extending beyond her professional achievements. Her dedication to higher education and her many contributions to the university are permanently honored through the Anne Gaskins-Nedd Legacy Endowment, established in 2024 by her nephew, Linwood Gaskin, and his wife, Janeen.
During her tenure at Bowie State, Dr. Gaskins-Nedd spearheaded initiatives to boost student retention. She co-chaired the Regional HBCU Summit on Retention, showcasing her commitment to improving educational outcomes and student success at historically Black colleges and universities. In 1992, she established the "Harris Gaskin Nedd Scholarship" for English majors at Bowie State University.
Dr. Gaskins-Nedd passed away in 2015 and remains cherished by colleagues and former students for her mentorship and the opportunities she provided. One former student said, "She gave me my first job opportunity here at Bowie State University, and she will forever live on in my memory."
A graduate of St. Augustine's College, Howard University and Temple University, Dr. Gaskins-Nedd brought a rich academic background to her role as chair of the Department of English and Modern Languages, bringing an indelible legacy at Bowie State University.
The McMillan-Stewart Foundation Invests $300,000 in Bowie State
The McMillan-Stewart Foundation has invested $300,000 in Bowie State University to establish an endowed scholarship honoring the late Maryland Rep. Elijah Cummings. The scholarship will provide financial support to Bowie State students.
“I can’t fully express the gratitude we have for the McMillan-Stewart Foundation for establishing an endowment that addresses the single greatest obstacle to graduation facing Bowie State students: a lack of financial resources,” said Brent Swinton, vice president of philanthropic engagement at the university. “In the same spirt of the life and legacy of Elijah Cummings, this scholarship will help students earn their degrees, prepare them for positions in the public and private sectors or as entrepreneurs, and will reduce the debt they will incur to finish college.”
Founded in 2001 in Baltimore, the McMillan-Stewart Foundation honors the vision of founder Genevieve McMillan and commemorates her friend, artist Reba Stewart. A primary goal of the foundation the elimination of racism in American society by funding projects to develop the leadership capacity of African American youth.
“The McMillan-Stewart Foundation seeks to realize the vision of its founder, Genevieve McMillan, who supported the arts as a vehicle for understanding the diversity of human experience and believed that we should work for equality and justice for all,” said Kibebe Gizaw, president of the foundation. “Congressman Elijah Cummings shared these same virtues which is why we made an investment in Bowie State in his honor.”
Newly established scholarship endowments mature over two years, after which award funding will be produced annually in perpetuity. All undergraduate students at Bowie State University with a minimum GPA of 2.5 who have completed a Free Application for Federal Student Aid (FAFSA) will be eligible to apply for the McMillan-Stewart Foundation Scholarship.
